会议重要性

全球水危机已经持续数年。“水资源综合管理”(IWRM)是当前应对水危机的主要手段。但是,没有明确水权的水资源管理矛盾重重,尤其在国际河流流域尤其严重。虽然流域单元理论已成为国际水法和生态/环境科学的重要基础,但忽视国际河流主权与水权,无法解决当前的国际水安全困境。确定水权不仅是国内水资源配置、资源利用优化和经济可持续发展的基石,也是管理和转化国际水冲突的关键。

演讲主题:中国水资源综合管理(IWRM):概念的超越?”

Biswas博士将基于当前中国水利部的最新改组情况阐述该观点,并延伸讨论水资源综合管理(IWRM)概念是否可以适用于跨界河流。 整个演讲也会结合Biswas博士在2018年10月在北京与国家发展和改革委员会有关官员的最新讨论、以及“生态文明”和“美丽中国”的实施情况加以展开。

International Water Rights Forum

RationaleThe emergence of the global water crisis has been going on for decades. The current main theoretical and practical measures to deal with the water crisis are “Integrated Water Resources Management”. However, the water resources management without clear water rights allocation is superior especially in the international river basin context. Benefit sharing without rights-based allocation might always end in chaos. Those happened in many developing region including Mekong, La Plata and several southern African international basin. Although the basin unit theory has become the foundation of international water law and ecological/environmental science and technology, ignoring the sovereign nature of international rivers and ignoring the international river water rights cannot solve the current water security dilemma. Defining water rights is not only the cornerstone of domestic water resources allocation, resource utilization optimization, and sustainable economic development, but also the key to manage and transform international river water conflicts.

Topics

Integrated Water Resources Management in the Context of China: Workable Solution of Disgraced Concept?

Dr. Biswas will outline his views in the light of the latest restructuring of the Chinese Water Ministry, and also whether IWRM can be used for transboundary rivers. This will be based on his latest discussions with National Development and Reform Commission last month in Beijing, and implementation of President Xi’s views of an ecological civilization and beautiful China.
